There's no fixed order. There are more efficient orders and less
efficient orders, of course. Some thing need to be done before other
things. But there are enough coins to be pretty flexible (especially
in release 2.)
I just mapped each city separately -- that is, I saved a game in the
subway, and spent some time going up into each city and doing as much
as I could. Then I was able to make some decisions about what order to
do everything in. The first round of things, anyway.

No, no. Wrong hint. The note in Brother TuffBerry's quarters is the
relevant one.
Other things will become clearer once you get past the yupple.
