Well, the fewer people die, the better a Cnetral Mentality you are. No, you
can't stop deaths from happening, but you can certainly slow them, by twiddling
the weather controls, turning off all transit before the second quake, and
immediately after the second quake adjusting the hydroponics settings upwards.

And, yes, you can get poet to the nondeadly part of the FCs before the second
strike (only in EASY mode, BTW), but you can't actually, to the best of my
knowledge, _win_ before the second strike. Then someone (doen't really matter
who) needs to carry the proper equipment into the FCs and get fried, whereupon
Poet can strip his dead colleague of the necessary components and fix the FCs.
This is probably the most efficient way to win. Unfortunately, you can't
actually do it in the higher difficulty levels, where the second quake occurs
_much_ earlier.
