Suspended

I just wanted to know if any other Infocom players have ever finished
Suspended without killing a WHOLE bunch of people? It seems that 3000 people
die in your fist move, no matter what it is. Are all the deaths of the
people inconsequential, as long as you finish the game, or is there a way
to win and not have so many people die? (note: I haven't finished the game yet,
so if this is revealed in the ending or something, don't spoil it)
